"After performing over 250 audits, generally we found 25% of plan benefits were abused which were costing the beneficiaries millions of dollars", says Ferro. In one highly publicized audit In New York State he uncovered a systematic scheme that bilked the healthcare program for over $400 million.
"The investigative work has been satisfying because we really made a difference but it troubled me that we were not dealing with the underlying problem," says Ferro "Prescription drugs continue to increase and there are over 45 million people in the United States with no prescription drug coverage. That's the real problem!"

All participating establishments will be offering Cocktail, Beer & Wine Specials and Complimentary Appetizers. The location of the concert and judging stage is Passyunk & South Street. There will be a $2 registration fee to enter the Costume Contest.In addition to $1,000 in cash prizes for best costumes, free main stage concert tickets, dinner and gift certificates will also be distributed to runner-up winners.
A second stage & costume judging area at 2nd & South Streets will feature top DJs spinning the latest house, hip-hop and classic dance playlists. This party zone will also feature a separate Costume Contest with an additional $1,000 in cash prizes, concert tickets, dinner certificates and other giveaways. There will be a $2 registration fee to enter the Costume Contest.
A third attraction just for the kids is a specially spooky Haunted Hall -- the Historic Headhouse, 2nd & Lombard, transf ormed with all kinds of fun creepy ghosts, goblins, skeletons and Halloween décor.
